HSE Officer

JOB SUMMARY

To drive HSE excellence by the general application of HSE and management principles, theories, concepts, and industry practices referring to policies and other HSE resources to monitor and improve the safety of work activities and/or any adverse effects of these on the employees. The incumbent serves as a resource for ongoing dissemination and technical interpretation of health, safety and environmental regulatory requirements and the validation of the effectiveness of the management’s Risk Control strategies/HSE program implementation.

REPORTING RELATIONSHIPS

Reports directly to the Managing Director and provides technical HSE guidance to managers, supervisors, employees and contractors.

INTERNAL RELATIONSHIPS

Liaises with all Departmental Managers, Supervisors and Employees where occupational health, safety and environment matters are concerned.

EXTERNAL RELATIONSHIPS

Liaises with regulatory agencies Contractors and Suppliers in matters pertaining to Occupational Health, Safety and Environmental Management System of the Company and compliance obligations.

PRINCIPAL DUTIES

• Assesses, monitors and reports on the safety of the activities performed by workers by conducts inspections, audits of the various operations at a suitable frequency to ensure compliance with the company’s HSE policies and procedures.
• Conducts investigations, risk assessments and assists in the deployment of counter measures to close gaps and prevent non-compliance with the company’s HSE policies and procedures.
• Conducts training activities to promote awareness and compliance among employees, contractors, and visitors while carrying out routine and non-routine work for which they are employed by the organisation.

• Conduct the investigation of accidents and establishes corrective action plans in conjunction with management and ensures that changes are implemented in a manner that will lead to a marked reduction in the likelihood of avoidable hazards occurring.
• Liaising with health, safety and environmental regulatory authorities in the normal execution of the HSE department’s activities
• Maintaining records and documentation in accordance with established guidelines for storage and retrieval
• Planning and execution of emergency drills at a suitable frequency to ensure effective execution of emergency response by workers and the resources necessary are always maintained and available.
• Ongoing review and update of HSE policies and operating procedures to maintain them current with the business unit objectives, legislation, industry regulations/codes and Group HSE governance system.
• Ensure that safety and personal protective equipment are used by workers in a manner that complies with the manufacturers’ instructions are always maintained in the required condition to provide the necessary protection to workers.
• Ensure that HSE reports are completed efficiently as needed to facilitate timely submission of management reports.
• Performs other related duties as required by the job function.

QUALIFICATIONS AND EXPERIENCE

• A minimum of an Undergraduate Degree in Natural Sciences or Engineering with a Diploma in Occupational, Health and Safety NEBOSH IGC, OSHA certification or equivalent
• Process safety management and food safety management certifications will be an asset.
• A minimum of three (3) years in Occupational Health and Safety discipline, experience in a food & beverage manufacturing or process environment will be an asset.
• ISO 45001/14001 Internal Auditor training preferred.
• Process Safety Management and Food Safety certifications are assets.

KNOWLEDGE AND SKILLS

• Must have a working knowledge of Accident Investigation, Corrective Action plans, Risk Assessment, Root Cause Analysis, Safe systems of work.
• Must demonstrate safety leadership and have a sound understanding of the current HSE legislation, industry standards, codes and regulations
• Must be able to deliver HSE training to virtual and face to face audiences of varying sizes
• Must be able to use Microsoft Office programs to organise and analyse data, maintain simple databases, compile written reports/charts, use graphics and publish presentations.
• Microsoft Office, Excel and Power BI proficiency.
